This is very similar to the relational Interpretation of Quantum Mechanics as proposed by Dr. Mermin (Cornell U, Ithaca). he has summed up the scenario as
1. QM describes correlations (only) ---- (relationships)
2) QM is mute w.r.t. the objective reality.
the point is the correlations (relations) are explained. it stops there.
